Fortinet has started removing SSLVPN Settings / Portal configuration in the GUI. While it does seem like you should move to IPSEC VPN, maybe you still need to use it?
I recently helped someone who spun up a brand new Fortigate VM on 7.4.6 and it was removed from his gui. You also can’t enable via Feature Visibility.

To re-enable via cli launch CLI and run this:config system settings
set gui-sslvpn enable
end
This should put it back in the GUI.
